PDCOR's Role: Preparation of Detailed Project Report (Topographical Survey, Geo-technical Investigations & Electrical Resistivity Test of the Identified Site for Solar Park; Demarcation of Solar Power Plots, Office Buildings & Dormitories, Road Network (Approach & Internal), Water Supply Infrastructure (from Outside Source to Park & Internal Distribution), Power Evacuation System (GSS & Transmission Lines); Assessment of Solar Power Generation Capacity to be Installed in the Park (925 MW); Preparation of Cost Estimates and Financial Model for Development of Solar Park; Providing and Fixing of Approximate 1000 Number of Inner and Outer Boundary / Benchmark RCC Pillars for Solar Park etc.) (DPR of Project has been approved by Solar Energy Corporation of India (SECI) and Ministry of New & Renewable Energy (MNRE), GoI)

(4) Preparation of Project Bank for Development of Solar Power Projects

PDCOR's Role:
The Study Covered Identification, Survey & Analysis of Potential Sites for Setting-up Solar Power Projects in 7 Districts of Rajasthan including Suitability Analysis, Obtaining Ownership Records, Site Survey, Power Evacuation Infrastructure, Water Availability, Accessibility to Sites, Solar Insolation Study etc.
A Project Bank was prepared for Rajasthan Renewable Energy Corporation Limited (RRECL) in year 2009-10
Project Bank was Prepared in 7 Districts of Rajasthan viz- Jodhpur, Jaisalmer, Barmer, Bikaner, Jalore, Nagaur & Churu
Total land identified was 20,000 Hectares which is sufficient for installation of approx. 10,000 MW capacity projects
This has enabled > 4000 MW Solar Installations in the State

(5) Appointment of Private Sector Entity as Electricity Distribution Franchisee (DF) in Kota City (JVVNL)

PDCOR's Role:
Transaction Advisory Services which includes Baseline parameter establishment, identification of exact area for franchisee and finalization of franchisee model including design of commercial transaction framework, identification of key performance parameter, financial model development and analysis etc, preparation of bid documents and distribution franchisee agreement including scope of work for franchisee, payment structure, performance parameter, incentive & penalties, mandatory capital investment, treatment of existing employees etc, bid process management for selection of the franchisee, submission of draft letter of intent (LoI) format, post selection support and transaction advisory services (implementation period support) for a period of 24 months. Private sector investment envisaged to be minimum Rs. 151.52 Crore.

Transaction Advisory Services which includes Baseline parameter establishment, identification of exact area for franchisee and finalization of franchisee model including design of commercial transaction framework, identification of key performance parameter, financial model development and analysis etc, preparation of bid documents and distribution franchisee agreement including scope of work for franchisee, payment structure, performance parameter, incentive & penalties, mandatory capital investment, treatment of existing employees etc, bid process management for selection of the franchisee, submission of draft letter of intent (LoI) format, post selection support and transaction advisory services (implementation period support) for a period of 24 months. Private sector investment envisaged to be minimum Rs. 47.74 Crore.

Transaction Advisory Services which includes baseline parameter establishment, identification of exact area for MBC services and finalization of MBC model including design of commercial transaction framework, identification of key performance parameter, financial model development and analysis etc. preparation of bid documents and MBC agreement including scope of work for MBC Agency over a period of 10 years, payment structure, performance parameter, incentive & penalties, mandatory capital investment, bid process management for selection of the MBC Agency, submission of draft letter of intent (LoI) format and transaction advisory services (implementation period support) for a period of 12 months. Private sector investment envisaged in this project was minimum Rs. 70.17 Crore

Operations by the Agency has reduced the operational cost of Discom and improve the Consumer Services
