Mr L. Krishnan MBA from Hull University, U.K was a member of the IAS till year 2005. He had a long stint in the State Finance department and till he took voluntary retirement in 2005, he was Special Secretary in the finance department overseeing important functions in public expenditure management, budgeting and planning, infrastructure modelling and financing, treasury management and relations with RBI. He was heading the PPP cell in Govt. of Tamilnadu and actively collaborated with private sector promoters in modelling several PPP initiatives in Tamilnadu. He was actively involved as counterpart for several multilateral agencies such as the World Bank, the ADB etc., as head of the externally aided project cell in the state government. He was actively involved in guiding the policies of many public sector agencies and planning bodies involved in infrastructure planning and execution in Tamilnadu. He was instrumental in the formation and successful evolution of a financial intermediary for financing the power projects of State electricity board. He had successfully collaborated with the World Bank and several financial institutions in forming the Tamilnadu Urban Development Fund as a successful financial intermediation in the municipal financing in Tamilnadu which is considered as a pioneering institutional and capacity building programme in the PPP format in the urban sector. He has also been the CEO of IL&FS Urban Infrastructure Managers Limited acting as Asset Senior Manager for the Pooled Municipal Debt Obligations Facility.He is Director on the Board of the Company since November 2015.

Mr Gupta has done his M.A. (Economics) from Delhi School of Economics (1985) and MBA from IIM Lucknow (1st Batch) with specialization in Marketing and Finance (1987). He is also the recipient of the British Nehru Fellowship Award (1994) and Monbusho Fellowship Award (1996). He is closely involved with the Delhi-Mumbai Industrial Corridor initiative – a Project involving development of high impact economic regions and quality infrastructure in a stretch of 150 – 200 km on both sides of the Dedicated Freight Corridor in India. IIDC Ltd, which he is heading, was also associated with the development of initial concept of Southern Economic Corridor covering Vietnam, Cambodia, Thailand and Myanmar. Mr Gupta’s other key areas of expertise include Infrastructure Project Development, Structured Infrastructure Financing, Private Equity, Venture Capital, Early Stage Investing and Innovation Management.He is Director on the Board of the Company since May 2010.

Mr. Rubinder Singh completed his studies in Mechanical Engineering (in year 1990), and thereafter he completed full-time Post Graduate Diploma in Management (PGDM; equivalent to MBA) from Indian Institute of Management, Lucknow in year 1993. Mr. Rubinder Singh has around 25 years of post qualification experience. His experience covers assignments in infrastructure project structuring and project development under PPP framework, financial analysis, institutional strengthening and capacity building of entities associated with infrastructure development. Over the past many years, Mr. Rubinder Singh had worked extensively with various stakeholders in infrastructure development, viz. the Government at Central and State level, financial institutions, regulatory bodies, user groups, private sector developers and operators. During the course of his experience he had a long stint at PricewaterhouseCoopers (PwC) as its Principal Consultant working in the area of Infrastructure Development and Government Reforms. He leads a number of assignment funded by International Financial Institutions such as the World Bank, Asian Development Bank (ADB), JBIC, KfW in various infrastructure sector. His experience covers sectors such as water supply & sewerage services, municipal waste management including waste-to-power projects, roads & highways, urban infrastructure, transportation services and tourism sector. He is Director on the Board of the Company since March 16, 2018.

Pankaj Kumar Gupta, is an accomplished professional with about 29 years of diverse experience with 16 years as head of Global Government Delivery at Tata Consultancy Services,6 years as Senior Vice President (ICT Services), IL&FS and 3 years as CEO (n) code Solutions, an IT Division of GNFC Gujarat and currently holding position of Chief Operating officer of ITUAL.He has held various leadership positions in International and national ICT project and transformational programs for Governments. He has played a key role in rolling out e-governance initiatives and bringing about transformation in Governments citizen interactions in India since 1996. He has successfully curated concepts, negotiated and implemented multi-million dollar ICT projects with a proven track record across Government clients in US, UK, & MEA. He is Director on the Board of the Company since August, 2020

Mr. Dileep Kumar Chingapurath completed his studies in Civil Engineering from M.A. College of Enginering, Mahatma Gandhi University, Kerala and thereafter he completed MBA (specialization in Infrastructure Finance and Public Policy) from Indian Institute of Management, Ahmedabad. Mr. Dileep has around 25 years of post qualification experience. His experience covers assignments in Project Development and Project Management services in major infrastructure projects spanning Urban and Industrial Projects. He is CEO of the Company since April 1, 2018.
