(1) Development of distribution franchisee for Nagaur city of Ajmer Discom, Kota and Bharatpur cities of Jaipur Discom and Bikaner city of Jodhpur discom

To reduce the loss being incurred by the Electricity distribution Companies in Rajasthan and to restructure their operations Ajmer, Jaipur and Jodhpur Discoms have appointed the Company to provide consultancy services to establish baseline parameters, prepare a feasibility report and identification of distribution franchisee for Nagaur, Kota, Bharatpur and Bikaner cities. The consultancy work for franchisee development in these selected cities of Rajasthan is being done in a phased manner. Phase-I includes Baseline parameters establishment and identification of Franchisee areas. Phase-II includes Bid process management, post selection support & implementing period support.

Kota and Bharatpur have been successfully bid out and the selected operator is in the process of taking over operations of distribution network of the cities. GoR is considering other towns to be bid out on similar basis.

(2) Preparation of Land-Bank to Facilitate for Solar Power Projects under the National Solar Mission

PDCOR provided professional services to Rajasthan Renewable Energy Corporation Limited (RRECL) by preparing land-banks of project-sites suitable to set up solar power projects in seven districts of the State. This has enabled the state government to attract private investment for setting up solar energy projects in the State. On the basis of the land-banks prepared, investors have already registered their solar power projects with RRECL amounting to total capacity of more than 10,000 MW for which RRECL has received registration fee.

Many of these projects are being taken up under the first phase of the Jawaharlal Nehru National Solar Mission. It has been estimated that setting up of all the registered projects would result in significant investment flow into the State. Solar power projects worth about Rs. 95,905 crore can be set up on these identified project-sites. This assignment has helped the State in becoming Solar Power hub and the top most State in solar power generation in the country.

(3) Pre-Feasibility Study for 5/10 MW Solar Energy Plant(s) in Rajasthan

PDCOR has prepared a Pre-Feasibility Report for Rajasthan State Mines & Minerals Limited (RSMML) for 5/10 MW Solar Energy Plant(s) in the State. This assignment involved comparative technical appraisal of several potential sites, recommendation of suitable solar energy technology; recommendation on single/multiple location strategy and/or project phases; scanning of the policy & regulatory environment; estimation of capital requirements & development of a financial model to assess economic viability of this project and assessment of potential risks.

Report was submitted by PDCOR in October 2009.

(4) Scanning & Digitization of Government Land parcels identified for Setting Up Solar Power Projects in Jodhpur, Jaisalmer, Barmer and Bikaner Districts

Digitisation of Revenue Maps is becoming increasingly essential for better planning and execution of projects spread over a large geographical area in order to save time, cost and ease of access to the exact information related to land parcels. Rajasthan Renewable Energy Corporation Limited (RRECL) is the Nodal Agency in the State of Rajasthan for planning and implementing of Renewable Energy Projects in the State which are widespread throughout the State. For effective planning of the power projects, the company has worked with RRECL to assist them by providing consultancy services for Digitization of Government Land Parcels for Setting-up Solar Power Projects in approximately 293 villages in Jodhpur, Jaisalmer, Barmer and Bikaner Districts. Output for 144 villages has already been submitted.
