(1) Development of Manas Arogya Sadan Heart-care & Multi-Speciality Hospital at Jaipur on PPP Basis

PDCOR was appointed as transaction advisor to assist the State Government in developing “Manas Arogya Sadan Multi-Speciality Hospital” project on Public-Private-Partnership (PPP) basis. The scope of work included developing an appropriate PPP model, preparation of bid documents and marketing of the project to potential bidders etc. The PPP model evolved through a rigorous and consultative process after taking into account social obligations and other concerns of the State Government.

The hospital became fully functional and operational in October 2012. Since then it has been offering high quality health-care services including cardiac-care, to about 10 lakh common people of the area including the below-poverty-line (BPL) patients residing in Mansarovar and nearby localities at Jaipur.

(2) Development of Medical College in Jhalawar

The project envisaged up-gradation of the district hospital of Jhalawar into a hospital cum medical college having intake of 100 students for M.B.B.S. course. PDCOR created an innovative institutional framework that enabled the State Government upgrading the Jhalawar district hospital into a medical college. The project was structured in a public-private-partnership (PPP) compatible framework.

PDCOR provided technical advisory to the State Government to comply with the regulatory requirements to set up the medical college, prepared the project report, submitted to the Medical Council of India and assisted the state government in effective project management.

The framework provides flexibility to the State government to attract and retain best of the faculty and also to raise additional resources by charging fee at market rate for certain percentage of the total intake for the M.B.B.S. course. The college has been up and running since August 2008 and is emerging as one of the most prominent medical science institution in the region.

(3) Up-gradation of 7 District Hospitals into Medical Colleges

In order to promote medical education in the State it was announced in the State Budget for financial year 2014-15 to set-up medical colleges at Churu, Bharatpur, Alwar, Dungarpur, Barmer, Pali and Bhilwara. These medical colleges will have combined annual intake of 700 MBBS students and will be established under the centrally sponsored 'Scheme for Establishment of New Medical College attached with existing District/Referral Hospitals' of the Ministry of Health & Family Welfare, GoI. The company worked with Medical Education Department, GoR for preparation of Detailed Project Reports and providing other project development & management services for establishing these 7 Medical Colleges. All Medical colleges have been approved by the Empowered Committee of GoI. PSUs have been selected by GoR for construction activities. The assigned work for 7 district hospitals is complete.

(4) Development of Multi-Storey Cottages on PPP Basis at 7 Medical Colleges and Preparation of Generic Bid Document for Cleaning & Security Services



In order to provide better health care facilities to people of the State, the Company is working with Directorate of Medical Education, Government of Rajasthan (GoR) for following projects to be developed at the hospitals attached to 7 medical colleges:

(i) Development of Multi-Storey Cottages on Public-Private Partnership (PPP) basis

(ii) Cleaning and Security Services

The company is providing transaction advisory services for preparation of bid documents and assistance in bid process management for selection of private sector entities for development of multi-storey cottages at the hospital attached to 7 medical colleges and preparation of generic bid document for cleaning & security services.
The project would provide better health care facilities to people of the State.
