Institutional Development

The Rajasthan State Agriculture Marketing Board (RSAMB) intends to set up an agro and food processing center in Bharatpur. Through a competitive bidding process, PDCOR was awarded the assignment to prepare the Detailed Project Report and assist in its implementation. PDCOR has successfully submitted the Final Project Report, alongside the layout and building drawings.

To address acute water scarcity, the Water Resources Department, GoR is setting up a "Center of Excellence" and think tank at Bikaner. PDCOR prepared a Detailed Report covering thematic research areas, organizational set up, infrastructure requirements, and a draft legislation roadmap. Once established, the RIHWM will play a pivotal role in policy-making and sustainable water management.

Under the EU-supported State Partnership Programme, the State Water Resource Planning Dept assigned PDCOR to review and recommend amendments to existing water legislations. The objective is to harmonize laws with National and State Water Policies. PDCOR submitted the "Draft Water Bills" in September 2015 and continues to finalize the report following extensive stakeholder consultations.

Initiated by the Department of Science and Technology (DST), GoR, this project aims to promote the medical biotechnology sector. PDCOR was mandated to provide project conceptualization, identifying thematic research areas, necessary equipment, civil infrastructure, and staffing requirements. PDCOR successfully submitted the Project Report in November 2014.

The Directorate of Horticulture is developing a 39.41-hectare Horticulture Park on a PPP basis in Alwar for cropping, testing, and training infrastructure. PDCOR was assigned Stage-I of the project, which involved concept development, testing project feasibility, establishing "Value for Money," and structuring PPP options. The final project report was successfully submitted in April 2013.

To address the acute shortage of trained hospitality manpower, RTDC engaged PDCOR to prepare the Project Report for a new Institute of Hotel Management. PDCOR successfully assisted RTDC in securing financial assistance from the Ministry of Tourism, GoI, submitting the comprehensive final report in September 2010.

To promote investments in the manufacturing sector and develop world-class infrastructure along the Dedicated Freight Corridor, the GoR plans to establish Special Investment Regions (SIRs). PDCOR provided expert advisory services to the Bureau of Investment Promotion (BIP) to formulate the enabling legislation. The draft legislation prepared by PDCOR was successfully passed by the State Assembly.

PDCOR provided critical Project Management support to the Department of Information Technology & Communication, GoR, for the e-mitra project. This flagship PPP initiative brings citizen-centric government and private services directly to citizens' doorsteps across 33 districts, playing a significant role in improving service delivery efficacy.
