PDCOR is preparing the Detailed Project Report (Survey, Layout, Planning, Design, Estimates & Financial Model) and providing construction supervision for massive solar developments at Soorasar and Sardarpura villages in Bikaner. The Phase I (1000 MW) DPR has been approved by MNRE-GoI, with Phase II and the 450 MW DPRs currently submitted for approval.
PDCOR prepared the DPR for this 1000 MW Solar Park, managing topographical surveys, geo-technical investigations, plot demarcation, water supply infrastructure, and power evacuation systems. PDCOR also installed approximately 1,000 boundary pillars. The project's DPR has been fully approved by the Solar Energy Corporation of India (SECI) and MNRE, GoI.
PDCOR conducted critical feasibility analyses for setting up 5/10 MW solar power projects. The role included site selection based on solar insolation data, evaluating power evacuation infrastructure, water availability, and recommending PV technology. The studies also established commercial viability by computing levelized tariffs and analyzing grid-based incentive schemes.
In 2009-10, PDCOR prepared a comprehensive "Project Bank" for RRECL to identify potential solar sites across 7 districts (Jodhpur, Jaisalmer, Barmer, Bikaner, Jalore, Nagaur & Churu). The study identified 20,000 Hectares of suitable land—enough for 10,000 MW of capacity. This foundational work directly enabled over 4000 MW of solar installations across the State.
PDCOR provided complete Transaction Advisory Services—including financial modeling, commercial framework design, and bid process management—to appoint a private Distribution Franchisee for Kota City (JVVNL). M/s. CESC Limited was selected, envisaging a Rs. 151.52 Crore investment. Operational since September 2016, the project has successfully made city operations profitable for the Discom.
Providing end-to-end Transaction Advisory Services, PDCOR structured the DF model for Bharatpur City (JVVNL). The mandate included bid document preparation, performance parameters, and 24 months of post-selection support. M/s. CESC Limited was selected, securing a minimum Rs. 47.74 Crore investment. Operational since December 2016, city operations are now profitable for the Discom.
PDCOR facilitated the appointment of a private DF for Bikaner City (JdVVNL) through comprehensive Transaction Advisory and bid process management. Envisaging a minimum private investment of Rs. 114.61 Crore, the project was awarded to M/s. CESC Limited. The SPV, Bikaner Electricity Supply Limited, has been operational since May 2017, driving profitability for the Discom.
PDCOR provided expert Transaction Advisory Services to structure the DF model for Ajmer City (AVVNL), including baseline parameter establishment and 36 months of implementation support. M/s. TATA Power was selected, bringing a minimum investment of Rs. 37.60 Crore. Operational since July 2017, Tata Power Ajmer Distribution Limited has successfully turned the city's operations profitable.
PDCOR designed the commercial transaction framework and managed the bid process for a 10-year MBC Agency contract in Bhilwara City (AVVNL). M/s. Secure Meters Limited was selected, with an envisaged private investment of Rs. 70.17 Crore. Operational since April 2018, the agency has significantly reduced Discom operational costs while enhancing consumer services.
PDCOR provided complete Transaction Advisory Services to appoint an MBC Agency for Banswara City (AVVNL). The mandate included financial modeling and establishing incentives/penalties for a 10-year term. M/s. Secure Meters Limited won the bid, investing a minimum of Rs. 46 Crore. Operational since April 2021, the project has optimized Discom efficiency and consumer satisfaction.
